eTender for PMEGSY Phase VIII found submitted from MSRDA computer IMPHAL (IT News): Credibility of the Manipur State Rural Road Development Agency (MSRDA) seems to have been fading away to oblivion as various discrepancies and foul plays were detected in the process of bidding of eTender for award of work orders to contractors under phase VIII of the Pradhan Mantri Gram Sadak Yojna (PMGSY) in Manipur. The irregularities in awarding work orders to the contractors had been well pointed out by Trinamool Congress MLA Th Shyamkumar during the fifth session of the 10th Manipur State Legislative assembly session. Many of the questions raised by the members of assembly on the issue were not given coherent and satisfactory answers to by the concerned minister for Rural Development & Panchayati Raj Francis Ngajokpa. On further investigation by Imphal Times to get to the bottom of the matter and present the facts to the public, it turned out that the bids for the works were done from a system inside the office of the MSRDA, as confirmed by the IP Address which a very reliable source made available to Imphal Times, even while there is a standing regulation preventing even relatives of any of the staffs of the MSRDA from joining the bid. Further, it has also come to our knowledge that the works were awarded not to the lowest bidder, as the norms ought to be, but to the fourth lowest bidder, with an order by the High Court to stop the awarding of all works under the particular package, proving that the office has blatantly disregarded any and every norms of the bidding process in awarding the works to their near and dear ones, reducing the whole process to mere mockery of the system to further their personal gains. But the run of deception does not end here for the MSRRDA- cost estimates for the same package of works has been presented differently, with an increase in the amount of the Detailed Estimate from the earlier rupees 5,20,74,500/- to Rupees 5,55,10,505.31/- .
