He was escaping the planet for some reason and was captured when the planets government requested him back from the Enterprise. This episode is good so far and it is also about Counselor Deanna Troi who is an empathic Betazoid alien who sense peoples emotions telepathically. She is telling Captain Picard that he was a good man and was manipulated by the government. He said that he was held captive by the people in his government and was fighting to leave to escape. Star Trek has lots of great episodes about war and soldiers and this is one of them it looks like. :P
