I think they interpret the phrase to mean only criminal intent. no threat seems to imply that the pilots were caught completely by surprise at whatever went wrong. The definition of terrorism is: violence to attract attract attention to a political agenda. Apparently, no *political* agenda was involved, because nobody is claiming responsibility except the owner of the airline who has been comforting the grieving families & anxiously awaiting the results of the investigation. He claims that all his planes are well maintained, and has a good safety record. But bad weather has never ripped the tail off of a plane before. The missing elevators are aft of passenger and cargo compartments. That far back theres nothing but hydraulics, so it didnt blow from the inside out. No criminal investigation is underway. Indonesia is a sovereign country, and the incident occurred completely within their airspace.
