Computer forecast models are in strong agreement that this will allow unseasonably warm weather to take over a large part of the Lower 48 later this week and on into next week, and perhaps even beyond that. Even typically frigid Northern cities may barely dip below freezing on some nights. This means temperatures will stay well above freezing, day and night, across much of the Deep South this week and probably next week as well. Meanwhile, subzero lows and single-digit highs in the north-central states should give way to high temperatures at or above freezing at times, allowing areas of remaining snowpack to melt. As of Dec. 2, about 22.5 percent of the contiguous U.S. was covered with snow -- a sharp drop from 50.4 percent on Nov. 16. In areas where snow cover melts completely, temperatures could surge even higher, as snow cover has a refrigerating effect. Snowpack prevents sunlight from warming the ground underneath and reflects more sunlight directly back to outer space, making it more difficult to get the air near the ground to warm up. Based on current forecasts, the warming trend will be more obvious at night than during the day; by this weekend, high temperatures will be at or slightly above average for most of the country, but low temperatures will be 10 to 20 degrees above average across a huge swath of the West, the Plains, and the Southeast. Perspective: Cold Spells Dominate 2014 While 2014 has certainly had its warm days, they have tended to be the exception rather than the rule in much of the central and eastern U.S. In fact, temperatures have been below average for the year to date across most of the country east of the Rockies. Temperatures have been farthest below average in a swath encompassing the entire Mississippi River Valley and much of the Great Lakes. In these areas, temperatures were 2 to 4 degrees below the historical average for the first 11 months of the year, according to data from the High Plains Regional Climate Center. Its been the eighth-coldest year to date on record in Illinois, based on NOAA climate analysis for January through October. Missouri, Iowa, Indiana and Arkansas are also having one of their 12 coldest years of the past 120. (State-by-state data through November will be released in mid-December.) For cities such as Chicago and Minneapolis, even a December with just average temperatures would result in 2014 being the coolest calendar year since 1996. The pattern is well represented in the number of record highs and lows so far this year. Through Nov. 30, NOAAs National Climatic Data Center says there have been 33,013 record high temperatures in the Lower 48 this year -- but also 47,402 record lows. For just the month of November, there were more than four times as many record lows (8,977) as record highs (2,022). One part of the country, however, has been consistently warm. California, Nevada and Arizona are experiencing their warmest year to date on record. Wintry Mix for the Northeast A weak system moves northeast with limited moisture from the Ohio Valley to northern New England tonight. A wintry mix is in store for areas from central Pennsylvania through eastern Upstate New York into northern New England. Not much in the way of snowfall is expected but there will likely be pockets of freezing rain from Pennsylvania through southeastern New York this evening that could impact travel, especially on bridges and overpasses. Significant snow for the Sierra to Northern Rockies through Thursday A Pacific low lifts across the Sierra then moves through the Inter-mountain West today through Thursday. Copious moisture will override the Sierra but snow levels will be quite high with this system, generally 7,000-8,000 ft. Total snowfall of 1 to 3 feet is possible across the highest elevations. As snow levels drop to 7,000 ft. tonight the higher passes including Donner Pass on I-80 could receive enough snow to warrant chains on vehicles. As this system moves east it weakens but will still pack enough of a punch to put down several inches of snow across the higher elevations of the Tetons through Thursday. Spotty rain already fell this weekend in parts of California, and it was enough to bring three separate mud/rockslides in the Malibu area Sunday, prompting the closure of a nine-mile stretch of the Pacific Coast Highway in Ventura County. (MORE: Evacuations Ordered In Southern California Neighborhoods) Flash flood watches are in effect for portions of southern California as well as the foothills of the Sierra Nevada, and winter storm warnings have been posted for the higher elevations of the Sierra. Deep Pacific Moisture To Boost Rainfall A spiraling area of low pressure aloft in the eastern Pacific Ocean will swing into the West Coast through Wednesday, briefly piping in a tap of deeper moisture. Weather balloons released Tuesday morning showed more than twice as much moisture in the atmosphere over California as there is on an average December day. This system is now bringing heavier rainfall to a much wider area of the Golden State, and a few thunderstorms are possible as well. The highest amounts will be on south-facing mountain slopes where locally up to 8 inches of rainfall is possible, while less than half an inch will be found in the deserts. Areas of locally heavy rain will persist into Wednesday, particularly in northern California where the remnant of the weakening upper- level low pressure system will target. (FORECAST: San Francisco | Los Angeles | Lake Tahoe) The rain is welcome in California where, as of Nov. 26, 80 percent of the state is in either extreme or exceptional drought, which are the two highest categories in the U.S. Drought Monitor. At the start of January only 28 percent of California was in extreme drought. Mountains: Snowy Peaks, Soaked Foothills This rain will not end the drought as the dry conditions have built over the last few years, and the snowpack in the Sierra Nevada will play a crucial role in any drought improvement this winter. (MORE: What Will Winter Hold For Drought-Plagued California) The southwest winds ahead of this system will allow temperatures to stay on the warm side, keeping snow levels high. However, some high elevation mountain snow is expected, with over a foot of snow possible at elevations above 7,000 feet in the Sierra. Travel may become hazardous over the passes through Wednesday. Rain has already changed to snow at Donner Summit (elevation roughly 7,240 feet), leading to slow traffic. Along with the locally heavy rain comes the concern for mud and debris flows, as well as flash flooding, especially in recent burn scar areas.
