From the DNR press announcement dated July , 2014: Smart Sand is applying for Tier 1 of the Department of Natural Resources voluntary Green Tier program, which encourages, recognizes and rewards companies that are committed to superior environmental performance. Applicants must have a good environmental record as well as implement an Environmental Management System, a framework that helps companies achieve environmental goals through consistent control of its operations. Honestly, frac sand is to superior environmental performance as clean coal is to air quality. Please explain how this came to be after so many comments were opposed during the public comment period.
