Moved by Councillor Sholdra, “Whereas Section 239 (2)(c) of the Municipal Act permits a meeting be closed to the public if the subject matter being considered is regarding a proposed or pending acquisition or disposition of land by the municipality or local board; and, Therefore be it resolved, that the meeting be closed to the public in order to consider a verbal update regarding Report CS-09-114 concerning a proposed or pending acquisition or disposition of land by the municipality or local board.” CARRIED The Community Services Committee went into closed session at 2:27 p.m. Councillors Kolodzie, Neal, Lutczyk, Parkes, Pidwerbecki, Sholdra and Mayor Gray were in attendance. Also in attendance were the Acting Commissioner, Community Services; the Director, Works and Transportation; the Director, Strategic and Business Services; the Manager, Parks Development and Construction Services; the Auditor General and the Committee Co-ordinator. No members of the public were in attendance. The Community Services Committee rose from closed session at 2:31 p.m. and reported as follows: Closed Meeting Summary Report The following is a summary of the closed portion of the meeting. The Director, Works and Transportation advised an offer to purchase has been received on a property under consideration as a potential site for the City Operations and Environmental Services Centre and noted the owner is still interested in negotiating with the City, if this option is pursued. Closed meeting discussions took place. Moved by Mayor Gray, “That the Committee rise from the closed meeting.” CARRIED 611- 13 - COMMUNITY SERVICES COMMITTEE MEETING – September 15, 2009 This concludes the closed meeting summary report. Councillor Pidwerbecki left the meeting and Councillor Cullen re-entered the meeting. The Committee questioned the Director, Works and Transportation and representatives from Giffels Associates Limited/IBI Group regarding various aspects of the report. Moved by Mayor Gray, “That the Community Services Committee recommend to City Council: 1. That the entire site at 1455/1565 Thornton Road North be re-evaluated as part of the Environmental Assessment process; and, 2. That staff proceed to expeditiously complete the Environmental Assessment process; and, 3. That staff be authorized to engage Jonathan Huggett to assist in developing an application for funding under the Public Private Partnerships Fund, part of the Building Canada Plan, for the Operations and Environmental Services Centre, to a maximum of $25,000 (plus GST) to be funded from the 2009 Corporate Contingency.” CARRIED AS AMENDED BY LATER VOTE Moved by Councillor Neal, “That the main motion be amended to add Part 4) ‘That Site G be included as part of the Environmental Assessment process’.” CARRIED The vote on the main motion CARRIED AS AMENDED. oshawa.ca/agendas/Community_Services/2009/09-15/2009-09-15_Minutes_CSC_9.pdf
