in plain English, the Department for Work and Pensions - DWP actually mean that they are fed up with footing the bill so they want someone else to make it possible for someone who cant, walk, talk and breath properly to be able to work, whereas in fact if disabled people had the proper support program (which would cost the government a packet) they would actually be able to accomplish quite a bit in the working world
