irrespective of any document,when it comes to land and agriculture its the bureaucracy which takes the advantage by suggesting the policy to make the laws convenient to the interested party,and leave the poor farmer high and dry....!!!! the beginning of it has started with the introduction of e-dhara in some of the states.the manual records and the e-records are yet to be synchronised and updated.the disadvantage are to those who do not have latest manual records,which are not easily given to the land owners. the e-dhara itself is the safe concept,but implementation has some loopholes like a person with any manual record can do a fraud and run away with the booty,and leave the real owner with many legal complication for the rest of the life...!!! there are cases where the land are owned by a family,but the possession is enjoyed by the encroacher/tenants ,and enter a litigation with a claim for being the tenant of the land,and demands for the "ownership" of the land , as the rates of land have touched the sky in many areas. many of the lands are owned by the few resourceful money rich powerful individual and are used for the development of the resorts and hospitality and various luxury purpose developments.many also start an agricultural activity keeping aside the real tenants and the holders of the land due to no support from law and order,and many times injustice from the door of law. in general,the strong e-dhara system with a general notification to all the owners of the land appearing under the manual records should be called for the claim and verification of the possession in physical and the physical records.the same after proper verification of the minimum past 50 years records should be considered with an affidavit to authenticate the possession and the liability on the subject assets.
