many southern states employed a system of vagrancy laws and other legal mechanisms to impose heavy fines on freed slaves who were jailed when they could not pay the fines and then rented out to owners of plantations, factories, and mines (sometimes these owners were their previous slave owners) to do forced labor at no pay. Current private prisons pepetuate that system by forcing prisoners to work for pennies an hour in order to afford to buy enough to eat and such luxuries as soap and tooth paste.
