No. 2.2 of the Ashakiran Guidelines vide o/o No.42/2013 Ref: Letter No. DDN/SEE/MISC/AKS/2014 dated 3 July 2014. Ashakiran, the much awaited scheme for extending financial assistance to the employees retired prior to 01.01.2007 for taking care of their emergency needs has done a great help to the retired employees at large. The recent clarifications vide No. DDN/CER/AKS/Clarification/2014 dated 29.9.2014 also taken care of various lacuna appeared in the scheme. By expressing due thanks and gratitude for the same, we would like to request you to personally look in to one major issue debarring many genuine law abiding retirees for taking the benefit of the scheme. The scheme is suffering from the stigma of discrimination. The imprecise clause of eligibility for availing this scheme vides Cl. No. No.2.2 created disappointment among them. The said clause by defining the eligibility of the beneficiaries by “Retired employees or their surviving spouse (in case of deceased employees) having monthly income not exceeding Rs 10,000 (Rupees Ten thousand only) p.m. shall only be eligible for the benefits under the Scheme. A self-certificate shall be submitted by the prospective beneficiary along with the application declaring that his/her income from all sources is not exceeding Rs.10,000/- per month. Sir, The Bombay Parsi Panchayat laid down a criterion to identify a poor, needy and deserving Parsi as one who does not earn more than Rs 90000/- a month or has assets exceeding Rs 25 lakh. Such a person is not entitled to a flat meant to house the poor. This criterion is also validated by a Division Bench comprising Justice S.J.Vazifdar and Justice Revati Mohiti Dere of Bombay High Court (The Times of India, dated 23-10-2014 Ahmedabad edition). ONGC being MAHARATNA should have a dignified ceiling while identifying poor and needy retirees. Sir, this is not fair to that an employee who has retired years back were surviving without any income and waiting for this scheme by forgetting / rejecting all savings from their wards or even themselves. Reconsidering this clause is very much necessary to restore the confidence in them with the organization for which they paid their sweat and blood for laying the ‘neev’ of this Maharatna. At Ahmedabad many retirees have not yet applied for the scheme apprehending the implication and consequences of the above clause. This may be the case for the entire ONGC also. Hence it is once again requested to revisit the scheme for suitable amendment making the figure in question to at least to Rs. 25,000.00 which is the total monthly income from retirement benefit only from ONGC i.e. Agranisamman, PRBS etc. Once it is revised, it will be a boon for them to get the benefit of Ashakiran scheme at the fag-end of their life and the scheme will be free of discrimination. Actually, there is no (good) will or sympathy towards the retired seniors among the powers that are presently in ONGC, because they are not aware of the arduous conditions under which they had worked in the formative years of the Organisation. Ganti Murthy Present management of Ongc expects that their officers retired before 31st December 2006 in E4 -E7 level and having monthly income from all sources less than Rs. 10000 per month to survive to accept and claim Asha Kiran benifits in the year 2014. First of all they want to declare to this world that their officers of E4 -E7 who seved their organisation and made their organisation Maharatna are living with a monthly income less than Rs.10, 000 for which they feel proud. Devaraj Sundaramoorthy I still believe that the stipulation of this ceiling limit is not by the Ministry and it is the ONGC which added it in the draft and got it approved by the Ministry giving or without giving any explanation for that. The Ministry or for that matter DPE could not have given very deep consideration of the issue / gone very deep in to it with the hope that it might have been prepared with utmost care and all. Before AKS the AAS scheme was out in draft stage. This condition was not there I suppose. For all these mess, cut off date for the Agrani samman and mixing PRBS Agrani samman and then the GPS -95 are the cause. Only thing is that even after knowing pretty well all the reasons and drawbacks, they dont want to correct because no LAW is to punish for doing all these mess Knowingly. If I am correct, it is Mr. T>N>Seshan,who has recommended for the cut off date for the Agrani samman. It was unfortunate. He also seems to have been little hurry in it . It is not am impossible task. If ONGC goes with a modification and justification for that, Ministry may agree and approve. Let them try. I have asked for the total processing of the AAS/AKS on receipt of DPE guide lines - under RTI Act. CPIO tried to avoid in providing that. I have again asked for it.
