ok so saw this out of the corner of my eye the other day and had to investigate! I was raised by Depression Babies and taught to be mindful of wasting water. So, I knocked on the door of the water dept. They were very kind and told me this was a brand new water facility and they were Flushing. I expressed concern about the trees being hit with the force and freezing temp of the water. (even though it was a fairly mild day temperature wise the water was forming icicles on the trees as evidenced in the video. The man explained that the outer bark is a protective shield for the inner tree and therefore the cold water was not damaging the tree. Not really sure if thats legit but the way he took the time to explain it made me think he appreciated my concern....
