one thing that may or may not be helpful here ? I have good knowledge of building cheap but good temp shelters , these shelters are easy to heat, last for about 5 years or so , costs are usually under $150 to build and each one could potentially sleep 12 to 16 people. They can be built as big or as Small as one likes. And the smaller they are the cheaper they are to make. These shelters would work for homeless camps, your car , a Event , or Pretty much anything. a 14 ft wide by 8 ft high x 24 ft long , i have built my last one a few years ago, for like $130 , and took me and 2 others only 1 and a half to build it. ----- Consists of : Plastic Conduit Pipe And elbow fittings - For hoops main frame 1/2 to 1 1/4 1 Drill bit or Spade bit , the size of the outer Pipe ! 2x4`s for Conduit pipe to sit in, and to tie structure together as well as to make a frame for a door if you wanted to. A few Wood Screws , to fasten the pipe to the 2x4`s as well as fasten the 2x4`s Some Rope and Some Poles to Pin it to the Ground. Optional Lights , you Do not need it unless its night time Optional Heater or Wood Stove, If your wanting to live in it in Cold Weather ( I did off and on for 3 years ) And than most often u only need heat at night as Any Sun at all heats it good , sometimes i had to open the door at -21 F in winter :) ----- And Some Plastic Shrink wrap , that they use on boats to shrink wrap boats for storage , its 6 to 9 mil heavy plastic , and no need to shrink it , the sun will do that job for you , it comes in black / blue / green , as well as white, any marina has it and its cheap ! So when it is all said and Done , they are Dry , the Snow dose not kill them, they spring back up in place if they get to much weight :) They Are dry as they are mostly Plastic Shell , the Shape, works well in the Wind. and Can Handle Big Storms Well. They Are Roomy ! Lots of Room for People and stuff. Bonus : They Last a Long Time , No Permits Required in Most Places, as they are Portable :) Pictures is not them, but they are very Similar to what they could look like, If this can help Homeless People out , i can get into details on how they are Built.
