paper.hindustantimes/epaper/viewer.aspx 27 Oct 2014Hindustan Times (Jaipur)HT Correspondent Human rights panel demands inquiry into Alwar youth’s death Rajasthan People’s Union of Civil Liberties (PUCL) demanded a full-fledged judicial enquiry and the removal of Alwar superintendent of police after a innocent boy was shot dead by the cops on the night of October 20. Talking to media after visiting Naugawan Village and meeting the families of the victims, state general secretary of PUCL, Kavita Srivastava said, “From the past 8- 10 months, several incidents of police atrocities, barbarism and Gundaraj have emerged on to the scene. In April, attacking workers in Sri Ram Pistons Factory at 4 in the morning, the barbarism done on women and children by the masked policemen in Sirmoli village and framing the young boy Sunil on false accusations of keeping arms and ammunition shows the injustice done by the police.” As far as the case of encounter of innocent Arif on October 20 is concerned, it is in complete violation of rule of law and right to life. Both these principles, which are guaranteed under Section 21 of Constitution, were sidelined during this killing. In one of the judgements given by the then CJI RM Lodha in the PUCL vs Government of Maharashtra case, he ordered that in such type of cases, under Section 176 CRPC, a judicial enquiry must be held and post-mortem must be held at a district hospital and not in community health centre.” K av i t a S r iv a s t av a f u rther added that she doesn’t know whether DM and SP have informed CJM of Alwar and National Human Rights Commission about this issue. But she declared that PUCL will inform the human rights commission and one team of PUCL will meet DGP Umendra Bhardwaj and additional director general of ATS Ajit Singh in Jaipur and will demand a fair enquiry and arrest of involved policemen so that they can not influence the victim’s family. ARREST OF ALL COPS INVOLVED SOUGHT In the press conference conducted by PUCL, the brother Azad Khan and the mother, Fazri of the victim Arif Khan demanded the arrest and termination of services of all the four policemen involved, compensation and employment for one of the members of the family. Both of them expressed their desire to meet the CM Vasundhra Raje who will be visiting Bhiwadi on Monday, to brief her about the injustice done to them. Fazri told the media that her son was shot dead outside his own house and nothing has been done till now. She said that the victim was studying in Raj Rishi College of Alwar and was returning home for Diwali on the fateful night. She declared that she hasn’t eaten or drunk anything for 6 days and she will continue her fast until the killers are put behind bars. She said, “I thought my son will be my supporting stick in my old age but now I am left with nothing. Now, I want to talk to the CM but police is threatening me to drop this idea.”
