proposition de travail de 18mois à Shanghai Flower F Castro Job Description: 23/6/14 Revision : PROJECT CONTROLS MANAGER 0 Main Missions and responsibilities To provide Project Controls Services on a specific Project including leadership on Cost Control, Scheduling, and Project risks management , throughout the project execution. To be responsible for the implementation of Project Controls procedures and development of the requested reports to the Project Director To insure the supervision, coordination and quality control of Project controls outsourced resources. The Project Controls Manager reports to the TD Project Director and to the Technical Division Head of Estimating, Cost Control & Scheduling Department Before Project execution To propose to the TD Project Director the appropriate Project Structures, Formats , Indicators to be followed thought out the project execution for Engineering development, Procurement , Construction , Cost Control, Scheduling and Contracting aspects. To contribute to the execution strategy definition. To establish the Overall Project Schedule including the corresponding Engineering, Procurement, Construction , Commissioning phases. To organize and perform with the Project Team, the Project execution Risk Analysis to identify, qualify and assess the project risks, determine the contingencies level and insure the risks monitoring. During Project execution To control IEC Project Controls activities To validate the project controls and physical progress measurement methodologies proposed by the Engineering Contractor as well as all related Project Controls Procedures ( Change orders , Trending and Forecating, …) To challenge and validate the monthly cost reports and detailed schedules elaborated by IEC. To establish and maintain communications and interfaces with IEC and Subcontractors To coordinate Cash flow , expenses forecast and follow up as well as amortization information requirement. To provide monthly accurate Project Status and Measurement Progress to Project Management. To identify and anticipate any Project deviations (cost, schedule, and contract) and to propose to the Project Management corrective actions. To assess and challenge the project change orders proposed by the Engineering Company,as well as the extra works and/or change notices proposed by subonctractors. To challenge IEC and Subcontracors proposed schedule To insure management and follow up on IEC contract fo all aspects related to Cost control, scheduling and claims for final contracts settlement. I To insure Return of Experience project information gathering and analysis. To elaborate the Close out Project Report Assignement Locations The mission will take place before end of Feed , to insure the necessary overlap with Estimating Team up to the end of construction and Mechanical Acceptance.Upon Project Director request the assignement could be extended During Detailed engineering the PCM will be located with the Project Management Team in Shanghai and in Changshu jobsite during the contruction phase . Skills and experience: Validated significant experiences working for or with an International Engineering Contractor Strong Technical background (Process, Construction, Engineering) and competencies in Project Controls ( Scheduling , Cost , Contracts Management ,) Multiples experiences on different project types : Grass root, revamping, France and International Multiples experiences on different Contract Forms : EPCm, EPC Lump Sum , Target Price ,.. - Knowledge on Contractual aspects - Familiar with international projects context - Fluent in English ,Chinese would be an advantage
