right to cast negative vote presupposes a mature electorate .but the electorate in india is intensely divided along caste , class and communal lines.at the time of elections these facors emerge as determining factors and voters may reject a candidate simply becoz he belongs to a particular caste.therefore the culture of political parties to go to any length to grab power is the. at root of the problem. therefore this reform should be implemented in tandem with other much needed electoral reforms then only this measure will produce the desired results.
