DATA SPECIALIST PARTNERSHIP WITH RESTLESS DEVELOPMENT’S BIG IDEA: CALL FOR EXPRESSIONS OF INTEREST Background to the Programme Restless Development is a youth-led development agency whose mission is to place young people at the forefront of change and development. At Restless Development we have a Big Idea: mobilise young people, empower them with knowledge, data and technology, and the skills to demand change effectively and they’ll drive accountability at a local, national and global level. We’re now testing this hypothesis with our Big Idea project, a multidisciplinary approach to youth-led accountability. The Big Idea project is launching with pilots in Ghana, Nepal and Tanzania where young people will generate and interrogate data, and use it to push for greater participation and increased accountability from decision makers on specific national agendas that matter to them. Purpose of the Partnership Purpose Restless Development is now finalising how we will support young people to use data to drive accountability, and will be launching the full pilot phase of the Big Idea in late 2014. With this in mind, we are now looking for a technical support partner to help us make sure the young people we’re working with are set up to succeed, using the right datasets in the most effective way to achieve change. The overall purpose of this partnership is therefore to support Restless Development in finalising the data components of the Big Idea project. Intended deliverables: We are looking for a data specialist partner to provide critical reflection on the use and role of data in the Big Idea project. Specific deliverables will be discussed and agreed with the partner through a work plan, but are likely to include some of the following:- a. Reviewing the current data components of the Big Idea programme; b. Providing technical recommendations for strengthening the data components of the Big Idea programme; c. Connecting the Big Idea to technical and strategic data partners; d. Advising on the long-term possibilities and strategic direction for the Big Idea programme; e. Advising on how to strengthen the links between data analysis and advocacy at the local level and global processes, including the new Sustainable Development Goal framework; f. Participating in planning sessions; g. Providing one-to-one mentoring with Big Idea technical and data leads in the UK, Ghana, Tanzania and Nepal; h. Contributing to the data components of a feasibility study being carried out by Restless Development on the creation of a youth-led global monitoring and accountability framework for the new SDGs. i. Preparing a background paper for the Big Idea, this will be presented at an interactive youth event at the 2014 CIVICUS World Assembly in Johannesburg. Roles and responsibilities The partner The partner will be solely accountable for submission of the specific deliverables agreed at the time of appointment. It is the responsibility of the partner to deliver the final submission in electronic format to Restless Development within the specified scope, on time and within budget. Restless Development It is Restless Development’s responsibility to facilitate introductions and communications with existing partners in support of the work agreed. Fee and timeframeee Restless Development will work with the partner to cost the agreed work plan, and agree a fee by the time of appointment. Timeframe Expressions of interest submitted by Thursday 4th September 2014 Recruitment of consultant and agreement of work plan and deliverables by Friday 12th September Deliverables completed by 19th December 2014 Process for submitting an expression of interest Restless Development invites applications from partner organisations or consultants able to demonstrate the following skills, knowledge and experience: Knowledge of key debates and issues around Open Data and accountability Experience in providing technical support to NGOs Knowledge of data gaps on young people Knowledge of and/or practical experience in youth-led development and programming Evidenced ability to lead research projects Excellent written communication and report writing skills Evidenced ability to gather and critically analyse qualitative and quantitative data Evidenced ability to work independently to tight deadlines Excellent interpersonal and verbal communication skills We are particularly interested in receiving expressions of interest from organisations with whom we could form a longer-term, strategic, partnership over coming months as part of the Big Idea.
