Enumerating a series of loophole closing ideas, he admits these might be difficult politically, yet Congress may want to do something to improve their image and raise that measly 9% approval rating. Where I disagree with Prof. Zelizer is his implying that Tea Party Congressmen might be open to loophole closing.
