Romans 4:17 does not speak about US Speaking Positive Confessions to make things happen. This Scripture is about the Lord, and how HE sovereignly calls people, and how HE Spoke Creation into Existence. A Scripture similar to Romans 4:17 would be: Heb 11:3 "By faith we understand that the worlds were framed by the Word of God, so that the things which are SEEN were Not made of things which are Visible."
