But, immediately after winning the 2006 elections, Hamas rejects the agreement, calling it theft, and demand its renegotiation. In 2007, the current Israeli Minister of Defense, Moshe Yaalon indicates that the gas may not be extracted without a military operation that removes control of Hamas in Gaza. In 2008, Israel launched operation cast leadon Gaza. In September 2012 the Palestinian Authority announced that, despite the opposition of Hamas, it resumed negotiations on gas with Israel. Two months later, the admission of Palestine to the United Nations as Non-member observer State strengthens the position of the Palestinian Authority in negotiations. Gaza Marine stuck however, preventing the Palestinians to exploit natural wealth they have. At this point the Palestinian Authority takes another route. On 23 January 2O14, at the meeting of Palestinian president Abbas with Russian president Putin, is discussed the possibility of entrusting to the Russian Gazprom the exploitation of gas in the waters of Gaza. It is the Agency Itar-Tass that the announcement, stressing that Russia and Palestine intended to strengthen cooperation in the energy sector. Within this framework, in addition to the exploitation of gas, it is anticipated that of an oilfield on the outskirts of the Palestinian city of Ramallah in the West Bank. In the same area, the Russian company Technopromexport is ready to participate in the construction of a thermoelectric site with a capacity of 200 MW.
