this is tacloban city around 4pm earlier. for reference, cebu city is southwest of this location and we are expecting moderate winds and rain. this means that we will never experience this kind of downpour as the storm is moving north, northwest. it is expected that by midnight the eye of ruby should be directly above cebu island. my educated guess is that it will bring strong winds and moderate to heavy downpour northern tip of cebu but will have moderate winds and rain in metro cebu. stay safe
