this is technically false…a chemically induced haze will change the way light refracts and reflects in the air. Take a sunset for example, instead of changing from yellow to navy blue gradually, it will be more like a rainbow all over. A lot of clouds dont fully block out the sun (take ground fog for example, which is technically a cloud just on the ground), it would just depend on the mass and density of the cloud as it fills with precipitation. The haze that creates a halo, i think its the larger the halo the less time you have before it storms, same deal with the ring around the moon.
