yes, this is called goal-oriented design and cooper (w/ David Livingstone Fore and Kim Goodwin) pushed it yeeeeeaaars ago as an approach to product design. unfortunately, internal project managers and tech teams get caught up on the perceived investment in time and money to research and synthesize context scenarios and identifying key paths that they end up missing opportunities to flex the methodology to meet the constraints of the project, whether its a role driven app or a marketing website. and then we end up presenting a homepage first... with a stupid site map.
