This is relevant to understanding the third party demand for declaratory judgment, filed by the Governor yesterday. gov.la.gov/assets/docs/THIRD%20PARTY%20DEMAND%20%207-29-14.pdf The abdication of Louisianas educational freedom became my concern from the very first time and I read and reviewed the PARCC MOU with Louisiana and the PARCC MOU with the US-DOE. I pleaded with my BESE representative James Garvey, on more than one occasion, to consider that which was in black and white in these MOUs, but he effectively refused, in my opinion. So please understand, as the Governor now does that the overarching effect of the PARCC is the loss of educational freedom for any state that enters the consortium and thus, the parents with children educated in such a system. As a result of these two MOUs (see attached), Louisiana, through its elected and appointed officials, has abdicated the educational freedom of its citizens to a consortium of states. This consortium of states has abdicated its educational freedom to the Comprehensive Assessment Systems Grant Program administered through the U.S. Department of Education. The Comprehensive Assessment Systems Grant Program is from where PARCC (Partnership for Assessment of Readiness of College and Career) received federal funding (RTTT) in exchange for limiting educational freedom according to that grant program to take certain measures as a result of applying and receiving federal funds. By specific delineations and requirements of taking the federal money, the educational freedom of those states greedy or incompetent enough to take the money not only directly from the federal government through RTTT but also by entering the consortium are burdened at a minimum by decisions made by outside sources. As a consequence, the voice of the parents as to the educational freedom of their children is thereby burdened to such an extent, as to render it meaningless with no actual effect because those entrusted with education effectively relinquished all of that through these agreements and grants. In taking part in this educational scheme, these states have effectively removed individuality as a state and replaced it with the common consensus of almost every state in the union, while funded directly and indirectly by the federal government and private outside entities.
