His logic was that poor people have many children because when the parents grow olf they have a big family they can rely on. Children are their healthinsurance. But many children wont survive so they want to have many children. Vaccines allegedly help surviving so the parents would no longer have to have many people, few would be enough and that would lower the population. I saw Gates saying this on ted and I could not believe what he was saying. But he means it in a different context than killing but on helping to survive - with poison.
