السيرة الذاتية للمستشار عدلي منصور رئيس الجمهورية الحالي ولد المستشار عدلى منصور، رئيس المحكمة الدستورية العليا، فى 23 ديسمبر عام 1945 وتزوج وأنجب ثلاثة أبناء . يعد منصور هو الرئيس الثانى للمحكمة الدستورية العليا التى جاء من رحمها بعد المستشار ماهر البحيرى، الذى خرج على سن التقاعد فى 30 يونيو الحالى بعد أن كان رئيس الجمهورية يقوم باختيار رئيسها من خارجها على مدار 22 عاماً حتى تم تعديل قانون المحكمة بالمرسوم بقانون رقم 48 لسنة 2011، والذى نص على أن يكون رئيس المحكمة من داخل...ها بموافقة الجمعية العمومية للمحكمة كما يعد منصور هو ثانى رئيس لجمهورية مصر العربية بشكل مؤقت بعد الدكتور صوفى أبو طالب رئيس مجلس الشعب بالفترة من 4 نوفمبر عام 1978 حتى 1 فبراير عام 1983، والذى شغل منصب رئيس الجمهورية بصفة مؤقتة عقب اغتيال الرئيس محمد أنور السادات لمدة ثمانية أيام وذلك من 6 إلى 14 أكتوبر 1981 حتى تم انتخاب الرئيس السابق حسنى مبارك. حصل المستشار عدلى منصور على ليسانس الحقوق من جامعة القاهرة بتقدير عام "جيد"، وفى عام 1970 تم تعيينه مندوباً مساعداً بمجلس الدولة، وتدرج فيه إلى أن وصل إلى درجة نائب لرئيس المجلس، وأثناء عمله بالمجلس التحق للعمل عضواً بإدارات الفتوى والتشريع لرئاسة الجمهورية والمحافظات، ووزارات التربية والتعليم والخارجية والعدل، وفى عام 1992 عين نائباً لرئيس المحكمة الدستورية العليا. تم ندبه للعمل بعدة وزارات كمستشار قانونى، منها الأمانة العامة لمجلس الوزراء، وتمت إعارته للمملكة العربية السعودية مستشاراً قانونياً لوزارة التجارة خلال الفترة من 14/12/1983 حتى 19/4/1995. وكانت الجمعية العامة للمحكمة الدستورية العليا قد وافقت فى 19 مايو الماضى على تعيين المستشار عدلى منصور النائب الأول لرئيس المحكمة رئيسًا لها، خلفًا للمستشار ماهر البحيرى الرئيس الحالى الذى انتهت فترة رئاسته فى 30 يونيو المقبل لبلوغه السن القانونية.. وذلك بعد أن تم تعديل على قانون المحكمة بالمرسوم بقانون رقم 48 لسنة 2011 نص على أن يُعين رئيس المحكمة بقرار من رئيس الجمهورية من بين أقدم ثلاثة نواب لرئيس المحكمة بعد موافقة الجمعية العامة. شارك "منصور" الذى كان يشغل النائب الأول لرئيس المحكمة فى إصدار عدة أحكام، أهمها الرقابة السابقة على قانون الانتخابات الرئاسية، وما تضمنه من عدم دستورية نص المادة الأولى من مشروع القانون، الذى يتعلق ببدء الحملة الانتخابية للمرشحين اعتباراً من تاريخ فتح باب الترشيح لرئاسة الجمهورية، وحتى بدء اليوم المحدد للاقتراع داخل مصر، وأنه وفى حالة انتخابات الإعادة تبدأ الحملة عقب إعلان النتيجة وحتى بدء اليوم المحدد للتصويت فى انتخابات الإعادة، وكذا عدم دستورية نص المادة 6 مكرر المضافة إلى القانون بشأن حظر تولى أعضاء لجنة الانتخابات الرئاسية مناصب قيادية تنفيذية.
