आपदा के समय अपने दायित्वों को भूलकर जम्मू कश्मीर से अनधिकृित पलायन करने बाले अखिल भारतीय सेवा के आईएएस, आईपीएस आदि अधिकारियों के विरुद्ध जांच कर दोषी अधिकारियों को सेवा नियमों के तहत दण्डित करने और दोषी अधिकारियों के विरुद्ध आपदा में मारे गए लोगों की गैर इरादतन हत्या का अभियोग पंजीकृत करने हेतु मैंने आज एक शिकायत भारत सरकार के राष्ट्रपति, प्रधान मंत्री और लोक शिकायत पोर्टल को प्रेषित की है l Complaint RegistrationNumber GOVJK/E/2014/00193 , Registration Number DOPAT/E/2014/02308 has been registered by me with Government of India pgportal.gov.in/Grievance.aspx and Grievance Registration Number PRSEC/E/2014/13265 has been registered by me with Presidents Secretariat at helpline.rb.nic.in/Registration.aspx?Uaction=requestsubmission&sesid=wXHbLf31AKv4HSOJ in the matter of shameful fleeing of selfish civil servants of cunning and inhumane mindset from the site of Disaster in Jammu & Kashmir. The text of Complaint reads as given below. I have come to know from my sources that Jammu & Kashmir chief minister Omar Abdullah had to deal with the deadly floods alone. Omar Abdullah was left with just chief secretary Iqbal Khanday and director general of police K Rajendra when the disaster washed away everything in Kashmir on 07 September 2014. Just two officials were running the state and this was not enough to deal with the situation. Its tragic and apathetic on the part of so called Elite class of all India Services that at a time When people from every nook and corner of India volunteered to help people of Kashmir, when Armed forces worked day and night with full devotion well beyond their normal duty, Civil Servants did nothing but simply disappeared from Duty. Civil Servants who actually Control every thing needed by people at the time of disaster of such a big magnitude, shamelessly left without any warning to the people. What these Civil Servants did was that they simply alerted each other and left the place together by first available flights etc. for a safer place for themselves and their families without bothering for the people struggling for their lives over there. These Civil Servants had not even taken leave from Chief Secretary and Did not Alert media immediately about the gravity of the problem. Any timely official declaration about the gravity of the problem would have helped people prepare for Disaster at least some hours in advance and thousands of deaths could have avoided. I am demanding an impartial probe in this matter on the basis of record of leave applications, Airline flight passenger details, Mobile phone location data of these officials and subsequent award of punishment as per law of the land to such selfish civil servants of such cunning and inhumane mindset who went so low that they even breached the oath taken by them for many a times in their service life and betrayed the state also. Criminal case of accidental murder of all those who lost their lives in this disaster should also be registered against all such civil servants of all India Services who are proved guilty of fleeing from duty and leaving the site of disaster in an unauthorized way .
