Had the 7 point agreement between Indira Gandhi and the Mujibnagar Government been fully implemented the Bangladesh Army would have never been created and the countrys national security would have been secured by a paramilitary force under the direct supervision of the Indian Army. Only after the Seven Point agreement was signed did Indira Gandhi allow India to enter the war in 1971.
