Basilan Thursday, November 7, 2013 ALL classes are suspended in Cebu today and tomorrow as the community braces for Yolanda, which threatens to be the most powerful typhoon to hit Cebu in 23 years. “I am suspending classes tomorrow (Thursday) and Friday in all levels in the entire province of Cebu, whether the storm comes or not. Mas maayong mangandam ta (It’s better for us to prepare),” Cebu Gov. Hilario Davide III said. Mandaue City Mayor Jonas Cortes appealed to owners of private companies to open available buildings to evacuees, saying the barangays’ gyms will hardly protect them from the wind and rain. One worry is that Yolanda’s rains and gusts could further weaken or destroy homes and public buildings already damaged by the quake, or trigger floods and landslides in vulnerable communities. Local officials waste no time in suspending classes and ordering the early evacuation of neighborhoods at risk, like those living on the banks of rivers or on the shores. Governor Davide met with contractors and utility companies to discuss their preparations for the typhoon, which has provoked comparisons to Ruping, which struck in 1990. Get ready Lapu-Lapu City Mayor Paz Radaza and Mandaue City Mayor Cortes instructed barangay officials to inform their constituents about the impending typhoon and to prepare evacuation centers. Radaza ordered the evacuation of residents in coastal areas tonight. School buildings, covered courts and barangay halls will be used as evacuation centers. We discourage the use of gyms,” he said, adding that school buildings will be made into evacuation centers. He said personnel will be deployed to monitor the Butuanon and Mahiga Rivers. Barangay captains will determine when their residents should be evacuated. Cortes met with members of the City Disaster Risk Reduction and Management Council yesterday afternoon. In Cebu City, Mayor Michael Rama did the same with the city’s disaster management teams. Equipment Mayor Radaza said she instructed Lapu-Lapu’s barangay officials to list down families that need to be evacuated so the City Social Welfare Services can prepare the relief goods. Mandaue City Police Office Chief Petronelli Baldebrin said each of the six police stations will have two rescue teams, each with eight members. The police headquarters will also have nine rescue teams. Baldebrin said the teams would start monitoring their areas last night. “We requested the City to provide us with search and rescue essentials like flashlights, life vests and ropes,” he told reporters. At the Capitol, the Provincial Disaster Risk Reduction and Management Council (PDRRMC) will open its command post today for Yolanda. They’ll be based on the second floor of the legislative building. The Provincial Social Welfare and Development Office (PSWDO) already prepared 3,000 bags of relief goods for quick distribution, just in case. PSWDO head Evelyn Senajon said each pack contains coffee, noodles, assorted canned goods, rice and bottled water. All trucks and pick-ups are on stand-by starting today. The Capitol has distributed 54 trucks to the barangays, towns and component cities, ready to hit the field for rescue and clean-up operations. Mayor Erwin Yu of Tudela, Camotes said the town and its 11 barangays are prepared. The elderly and children started seeking shelter yesterday inside churches and schools not damaged by the recent earthquake. The town, he assured, already installed generator sets in their police office, to make sure it has a way to communicate with the rest of Cebu. Caution In Cebu City, Mayor Rama said he suspended classes today and tomorrow, because it would be too risky to let the children attend classes today. “It is better to be over-prepared than not to prepare at all,” he said. While City Hall employees are required to report for work today, Rama urged the private companies to allow their employees not to work to let them prepare their households. As Yolanda (known abroad as Haiyan) crossed open sea, it grew stronger, said Pagasa Mactan bureau chief Engr. Oscar Tabada. According to Pagasa’s report, Cebu and the rest of Central Visayas will be windy today with overcast skies and light showers. Jhomer Eclarino, one of Pagasa’s weather specialists, said Yolanda is expected to make landfall in Samar and Leyte Provinces by Friday, probably between 11 a.m. and 1 p.m. Pruning trees Cebu City Police Office Director Senior Supt. Noli Romana said the PNP has activated its rescue and emergency response unit. The local disaster risk reduction management council (LDRRMC) and the Parks and Playground Commission started trimming and pruning trees yesterday, to minimize damage. The city has also indentified evacuation centers such as schools, church, gym and barangay halls. Department of Education (DepEd) Schools Division Superintendent Dr. Rhea Mar Angtud said the City can use all the classrooms, except those damaged by the earthquake, as evacuation sites. The City is also monitoring all the rivers. Atty. Jose Daluz III said. Those living near the Mahiga River will be asked to evacuate before it overflows. Health centers in Bulacao, Basak Pardo, Tisa, Labangon, Guadalupe, Pasil, Parian, Mabolo, Talamban and Carreta were also activated and will stay open 24 hours.
