รายงาน TBPS นี้เป็นรายงานเกี่ยวกับกลุมชาวบ้านชายทะเล ราไวย์ ในจังหวัดภูเก็ตและมีประเพณีซึ่งต้องใช้ที่ดินพื้นที่ในการปฏิบัติ แต่เนื่องจากการพัฒนาที่ดิน ชุมชนชาวราไวย์ จึงถูกบุกรุกที่ดินโดยภาคเอกชน ดังนั้นพวกเขาจึงถูกจำกัดจากดินแดนที่พวกเขาอาศัยอยู่เป็นเวลาหลายปี หลายทศวรรษที่ผ่านมา คณะผู้แทนสหภาพยุโรปประจำประเทศไทยให้การสนับสนุน มูลนิธิชุมชนไทยและโครงการระยะยาวในการเพิ่มขีดความสามารถเครือข่ายของชุมชนที่อยู่ภายใต้ความเสี่ยงในการเรียกร้องสิทธิประชาชนและครอบครองที่ดินโดยมีความตั้งใจในการเสริมสร้างเพิ่มสมรรถภาพชุมชนและเครือข่ายในการเรียกร้องสิทธิครอบครองที่ดินและสิทธิประชาชนกับการมีส่วนร่วมในชุมชนทั้งในเชิงนโยบาย เช่นการริเริ่มหรือเสนอนโยบายไปยังรัฐบาล และมีความตั้งใจเพิ่มความเข้าใจของปัญหาในสาธารณชน และมุ่งเน้นที่จะให้มีการอภิปรายนโยบายมากขึ้น โครงการนี้ได้ให้ประโยชน์สำหรับคนไทยไร้สัญชาติจำนวนประมาณ 425,000 ราย และสมาชิกของชนกลุ่มน้อยมากถึง 1.2 ล้านคนซึ่งมีภูมิลำเนาอยู่ใน 6 จังหวัดในภาคใต้ของประเทศไทย - กระบี่ พังงา ภูเก็ต ประจวบคีรีขันธ์ ระนอง และ สตูล – และอีก 4 ล้านคนที่ต้องเผชิญปัญหาเกี่ยวกับที่ดินหรือทรัพยากรทั่วประเทศ goo.gl/seO7r9 The report (in Thai) mentioned that sea villagers, Rawai, in Phuket, have been practising tradition in showing their identity and land or space is required in this long-time tradition. However, because of land development, Rawai people are seen land invaders instead of initial land locators by the private sector. So they are being marginalised from the land they have be residing for years/decades. The EU Delegation to Thailand is supporting the Chumchonthai Foundation and its long-term project on Empowering Networks of Vulnerable Southern Communities to Claim Citizenship and Land Rights. The intention is to strengthen the communities and networks to claim their rights to land and citizenship as well as communities’ participation in suggesting policies and initiatives to the government. To build public understanding of the issues and focus on policy debate is a further purpose of this project. The beneficiaries in 6 provinces in southern Thailand--Krabi, Phang Nga, Phuket, Prachuap Khirikhan, Ranong and Satun--are estimated 425,000 stateless Thais, 1.2 million members of ethnic minority groups and nationwide 4 million people who face land and/or resource conflicts. goo.gl/seO7r9
