Speaking during a meeting with South Korean Ambassador to Cambodia Kim Han Soo, Sok An said in the near future, the UNESCOs Cultural Property Council would hold a meeting to discuss the establishment of the ICC-Preah Vihear and asked South Korea to support the would-be committee. The ICC-Preah Vihear will be an international mechanism for coordinating all assistance extended by different countries and organizations for safeguarding, preserving and renovating the temple. It will also be a kind of forum where architects, engineers, restorers, archaeologists, researchers, anthropologists and technical experts in various fields can exchange their experiences and views for the preservation and development of the Preah Vihear temple. For his part, Kim Han Soo said South Korea will help support the ICC-Preah Vihear. Preah Vihear, a Hindu temple, is situated on the top of a 525- meter cliff in the Dangrek Mountains, bordering Thailand. It was inscribed on the UNESCOs prestigious World Heritage List in July 2008. The temple had been a flashpoint of armed clashes between Cambodian and Thai troops between 2008 and 2011 because Thailand claimed the ownership of 4.6 square km of land adjacent to the temple. The Hague-based International Court of Justice (ICJ) ruled in November last year that Cambodia has sovereignty over the whole territory of the promontory of Preah Vihear temple, and ordered Thailand to withdraw its armed forces from that territory. To date, the two countries have not started talks over the implementation of the ICJs ruling due to Thailands internal issues.
