Energy & Efficiency Advisory team searching for junior STC in HQ to work on communications/business development/Knowledge Management (applications due Oct 19) We are looking for a consultant to support the Energy & Efficiency Advisory program with communications, business development, and Knowledge Management. The position will be based in Washington DC, with some flexibility for working remotely. It is less important that the candidate be an energy/renewables/resource efficiency expert (although that would be great!) and more important that they be organized, a fast learner, and willing to support whatever our team needs. We require a BA, but not an advanced degree- there is scope for growth, but overall it is a more junior, entry-level role. Previous experience with the WBG is welcome, but not required. As noted in the attached Terms of Reference, the position is fairly flexible. Ideally wed like someone 3-4 days a week, but we are willing to work with the right candidate on a schedule. STC Position in ITS Communications The ITS Communications and Outreach Team within ITSSP, reporting to the Senior Advisor for Strategy and Outreach, guides and delivers the communications for the WBG CIO, provides strategic communications advice and support to ITS service units and lines of business, and carries out internal communications for the ITS Network. The ITS Communications and Outreach team is responsible for creating awareness, understanding and excitement about Information and Technology Solutions services, solutions and business value in the World Bank Group. ITS Communications and Outreach team does this by implementing corporate communications within the World Bank Group about ITS and by providing communications and outreach services and expertise to the WBG CIO and to teams and units of the ITS organization. The ITS Communications and Outreach team works in close partnership with the ITS technical teams and with other key stakeholders, including IT project business sponsor teams, IT learning and support functions and WBG internal and external communications functions. The Communications and Marketing Consultant will assist the ITS Communications and Outreach team in designing and implementing communications activities to WBG employees in areas related to global communications and technology, with a specific focus on mobility (e.g. mobile phones and apps) and virtual meeting tools like WebEx and Jabber. The objective is to provide continual, consistent and engaging communications about ITS, its current services and solutions to different target audiences across WBG via various channels. The Communications and Marketing Consultant will report to the ITS Communications and Outreach Project lead. These terms of reference covers a period of six months beginning October/November 2014. Specific Duties and Responsibilities: Responsible for helping develop and execute routine- to medium-profile internal communication strategies and plans for the World Bank Group information technology projects and activities covering new technology systems and products targeting key internal audiences across the WBG. Design, write, produce and disseminate complex internal communication products (e.g.email messages, presentations, web content, internal news stories, brochures, multi-media products, Q&As, talking points, communications toolkits etc.) that are strategic and consistently on-message about Information and Technology Solutions Network, its mission and strategy within the World Bank Group. Leverage corporate internal communications channels when possible. Support change management communication strategy implementation for new information technology project rollouts. This can include: • Organize client focus groups to assess client feedback and client change readiness towards a new technology product and to explore and confirm communications concepts and graphics • Assist with and in some cases lead the implementing of innovative communications campaigns to raise awareness of technology changes among different target audiences within the World Bank Group • -Assist with the development of surveys to assess client feedback and effectiveness of communications activities Liaise and maintain relationships with internal stakeholders (different client groups across the WBG, WBG internal communications network, other teams within the Information and Technology Solutions network, etc.). This may include giving oral presentations and updates on various projects and activities to small- to medium-sized target groups that have an interest in ITS activities. Using a range of tools and tactics (e.g. scorecards, web usage reports, surveys, client focus groups, polls), track and analyze effectiveness of internal communications activities using traditional and social media, to help assess potential reputational risk for ITS and proactively determine appropriate responses as needed and that will allow the project team and management to understand progress and key areas for improvement. Coordinate implementation of scheduling, logistics and briefings for internal communications activities and events (e.g. client open houses, demo events, high-level visits, press conferences, seminars etc.) involving external audiences. Selection Criteria: Minimum Education: BA/BS and MA/MS (Communications, Journalism, Marketing, Public Affairs). Minimum Years of Relevant Experience: + 3 years Skilled in developing latest technologies supporting communications efforts including Web sites, blogs, e-mail marketing tools, widgets, and other communications innovations. Exceptional ability to write, communicate, and operate under pressure and under tight deadlines with accuracy and professionalism. Strong interpersonal skills and ability to work effectively with internal/external partners in a multicultural environment. Self-motivated, excellent organizational skills, and ability to work with both internal and external constituencies. Demonstrated willingness to provide help, assistance and support when others are in need, and to lead or follow, depending on the needs of the team. Highly developed oral and written communications skills and ability to persuasively present and defend issues/positions. Expertise in field of communications and public affairs. Good command of communications strategy implementation, communications resource management, and measurement of communications impact a plus.
