[밀양 송전탑 건설 중단과 탈핵을 위한 에너지정책 전환을 촉구하는 지구지역행동네트워크 한국, 중국, 멕시코, 남아프리카공화국 GP 활동가 공동 성명] 한국어, 영어, 스페인어 통합본 (한 bit.ly/H4rjne / 영 bit.ly/17eWFlt / 스 bit.ly/1a9PM7w) 이 성명서는 한국과 여러 해외 언론, SNS를 통해 밀양 투쟁에 대한 지지와 보도를 호소하기 위해 배포할 예정이며, 물론 국회와 한전, 정부 부처들에도 보낼 예정입니다. -------------------------- [지구지역행동네트워크 한국, 중국, 멕시코, 남아프리카공화국 GP 공동 성명] 한국 정부와 한국전력은 주민들의 생존과 생태를 파괴하는 765kV 송전탑 건설을 중단하라! 우리는 최근 한국의 밀양에서 765kV 송전탑 건설을 둘러싸고 벌어지고 있는 일련의 사태들을 접하고 매우 심각한 우려와 유감을 표명하고자 한다. 특히, 송전탑 건설에 반대하는 노령의 주민들이 무려 8년 동안 험한 산을 오르내리면서 공사 저지 투쟁을 벌이고 눈물로 호소하며 다른 대안을 요구했음에도 불구하고 공권력까지 동원해 폭력적으로 공사를 강행하고 있는 한국 정부와 한국전력을 강력히 규탄하는 바이다. 밀양 주민들이 반대하고 있는 765kV 송전탑은 24시간 코로나 소음이 울리고 비가 오면 불꽃이 튀며, 국제암연구소가 3단계 발암매개체로 분류한 시설이다. 따라서 이 송전탑이 밀양의 주민들의 삶뿐만 아니라 현지의 생태계까지 심각하게 파괴하게 것이라는 점은 이미 자명한 사실이다. 무엇보다 우리는 밀양의 한 주민이 스스로 목숨을 끊으면서까지 반대했던 송전탑 건설을 한국 정부가 강행하고 있는 배경에 부실과 비리로 얼룩진 핵발전소의 가동과 UAE와의 원전 수출 계약 건이 결부되어 있다는 사실에 주목한다. 현재 건설 중인 밀양의 송전탑은 한국의 신고리 3호기 핵발전소 가동을 서두르기 위한 것으로, 이 발전소는 시험성적서가 위조된 제어케이블을 사용했다는 사실이 밝혀져 논란이 된 바 있다. 그러나 한국 정부와 한국전력은 케이블 교체 후 1년 내에 완공하겠다는 입장만 내세우며 안전성에 대한 확실한 준비 없이 가동을 서두르고 있다. 게다가 이러한 비리에도 불구하고 이들이 신고리 3호기의 가동을 서두르고 있는 이유는 이명박 전 대통령 당시 한국전력이 UAE와 맺은 원전 수주 계약 때문이다. 당시 한국 정부와 한국전력이 UAE 원전 참조모델인 신고리 3·4호기를 2015년 9월 가동하지 않으면 지체상금 0.25%를 물기로 패널티 조건의 계약을 맺었던 것이다. 결국 정부와 기업이 저지른 비리와 실책을 무마하고, 오직 그들의 이해관계와 이윤 목적만을 달성하기 위해 주민들을 폭력적으로 몰아내면서 파괴적이고 반생태적인 핵발전소 가동과 송전탑 건설을 서두르고 있는 것이다. 밀양 주민들의 끈질긴 투쟁은 우리 모두의 안전과 생태를 위한 투쟁이며, 오늘 날 전 세계 민중들이 함께 겪고 있는 투쟁이다. 후쿠시마 원전 사고 이후로도 여전히 세계 곳곳에서는 핵발전소가 계속 지어지고 있으며, 이제는 그 위험부담이 점차 제3세계의 민중들에게 떠넘겨지고 있는 추세이다. 이미 설계 수명이 다하고도 10년을 연장 가동한 다른 핵발전소마저 폐기하지 않을 정도로 안전에 둔감한 한국 정부가 다른 나라와의 원전 수주 계약을 위해 주민들에게 희생을 강요하는 모습은 각국 정부와 자본의 탐욕 게임에 밀접하게 연관되어 있을 수밖에 없는 전 세계 민중들이 처한 위험을 단적으로 보여주고 있는 것이다. 또한 비단 핵발전소 뿐 아니라 댐 건설, 자원 개발 등에 의해서도 세계 곳곳의 선주민들의 생존이 위협받고 생태가 마구잡이로 파괴되고 있다. 그러나 이렇게 착취된 자원과 에너지의 대부분은 현지의 주민들이 아니라 대도시와 산업시설에서 사용되며, 강대국과 각국 정부, 자본의 이윤 창출을 위해 불균형하게 생산되고 있다. 우리는 이와 같은 에너지 시스템이 결국에는 자본주의 가부장체제로 인한 파괴적인 결과를 가져올 수밖에 없다고 판단하며 이에 다음과 같이 요구한다. 1. 우리는 한국 정부의 반생태적이고 반민중적인 에너지 정책에 맞서 생을 건 싸움을 하고 있는 밀양의 주민들을 지지한다. 한국 정부와 한국전력은 밀양 주민들에 대한 악의적인 선전과 폭력 행위를 중단하고 765kV 송전탑 건설 강행을 즉각 중단하라! 2. 한국 정부와 한국전력은 수명이 끝난 고리 1호기 핵발전소를 폐쇄하고, 안전성이 보장되지 않은 신고리 3호기의 가동을 전면 재검토하라! 3. 한국 정부는 원자력 발전소의 확대와 수출을 중단하고 탈핵을 위한 생태적 에너지 정책으로 전환하라! 2013년 10월 25일 지구지역행동네트워크 한국, 중국, 멕시코, 남아프리카공화국 GP 일동 [Joint Statement] Stop immediately the construction of 765kV high-voltage electricity transmission towers in Miryang! The news about struggles against the construction of 765kV high-voltage electricity transmission towers in Miryang of South Korea concern us very deeply. We express our regrets at this tragic situation. Especially, we strongly condemn Korean government and KEPCO(Korea Electronic and Power Corporation) as their violence against Miryang residents. They have been demanding alternatives for 8 years. Although the senior residents have been climbing steep mountains to deter the construction and have been appealing with their tears, Korean government and KEPCO is pushing ahead violently mobilizing the police. 765kV electricity transmission towers discharge electronic corona sound for 24 hours and spark on raining days. IARC(International Agency for Research on Cancer) classified the carcinogenic level of power lines at 2B. So, it is undeniable fact that these towers will destruct not only the living of residents but also ecology of Miryang. First of all, we take note of its background that Korean government is enforcing the construction despite the tragic suicide of one senior resident for resistance. Because it is related to the nuclear power plant that is tainted by corruption and the export contract to build a nuclear power plant in UAE(United Arab Emirates). Korean government and KEPCO are hurrying operation of the Shingori nuclear power plant No.3 that was embroiled in controversy because of the fact that they used defective control cables which its testing results were falsified. But Korean government and KEPCO are just hurrying its operation indicating their stance that they will change the components and complete the construction in a year without certain preparation for safety. Furthermore, the reason that they are hurrying the operation of Shingori nuclear power plant No.3 is because of the export contract with UAE that was dealt during the former president, Lee Myung-Bak administration. At that time, Korean government and KEPCO made a conditional contract. Following that contract, if KEPCO cant operate Shingori nuclear power plants No. 3, 4 which are reference model of nuclear power plants for UAE in September of 2015, they should pay 0.25% penalty to UAE. Ultimately, they are enforcing the destructive and anti-ecological construction of 765kV electricity transmission towers to cover their corruption and fault. And theyll gain just their own interests and profits. The struggle of Miryang residents is for safety of all of us and ecology. And the people all over the world are undergoing same situations. Despite the accident of Fukushima plant, nuclear power plants are still being built in many places of the world, and nowadays its high-risk is being shifted onto people of the third world. Korean government is insensitive to the safety. They are operating 10 years more after the end of design life time of another nuclear power plant and furthermore demanding sacrifice of residents for the export contract with other country. This irresponsible conduct of Korean government is showing that the people of the world are closely connected each other and threatened by greedy games of governments of each countries and the capital. Because of not only nuclear power plants but also construction of dam, exploitation of resources and so on, the living of aboriginal people and residents are threatened. And ecology is destructing indiscriminately all over the world. But most of natural resources and energy made by exploitation are using for metropolises and industrial facilities not aboriginal people. And it is producing disproportionately for profit of powerful nations, each governments and the capital. We judge that such an energy system operating by the patriarchal capitalism system will must take destructive results to us. So we urge Korean government and KEPCO to do as follows. 1. We support Miryang residents who are struggling at the risk of their life against anti-ecological and anti-democratic energy policy of Korean government. Por otra parte, la razón de que se apresuran la operación de la central nuclear Shingori No.3 se debe a que el contrato de exportación con los Emiratos Árabes Unidos que fue tratado durante el anterior presidente , Lee Myung -Bak administración . En ese momento , el gobierno coreano y KEPCO hicieron un contrato condicional. Después de ese contrato , si KEPCO no puede operar centrales nucleares Shingori N º 3 , 4, que son modelo de referencia de las centrales nucleares de los Emiratos Árabes Unidos en septiembre de 2015 , deben pagar 0.25 % de penalización a Emiratos Árabes Unidos . En última instancia, están haciendo cumplir la construcción destructiva y anti - ecológico de transporte de energía eléctrica 765kV torres para cubrir su corrupción y culpa. Y se está produciendo de forma desproporcionada para el beneficio de las naciones poderosas , cada uno de los gobiernos y de la capital . Juzgamos que un sistema de energía de funcionamiento del sistema capitalista patriarcal se debe tener resultados destructivos para nosotros.
