2014 Wind Farm built in Ring refused by An Bord Plenala Senior Inspector. On the 2nd of March 2011 a Bord Pleanala senior Planning Inspector recommended that permission be refused for the Ring, Co. Waterford Wind Farm development. Amongst the reasons and considerations outlined were that the proposed wind farm would be widely visible in the surrounding landscape including from within Dungarvan Town and was located adjoining a principle skyline/major skyline designated as visually vulnerable where such skyline ridges are defined as very distinctive features with a very low capacity to absorb new developments without significant alterations of existing character over an extended area. The Inspectors found that the development contravened the stated policy of Section 6(1) of the development plan, it stated that: ‘Development in the environs of these vulnerable areas must be shown not to impinge in any way upon its character, integrity or uniformity when viewed from the surroundings’ and as such was contrary to the proper planning and sustainable development of the area. The Waterford County Council planning reference number is 10/6 The Bord Pleanala reference number is 24.237836 The Applicant is Ballycurreen Wind Farm Ltd, Company No. 472508, with an address of Dunmoylan, Shanagolden, Co. Limerick. The Company Directors are Mr. Edward Sheehan, Oakfield, Burnfort, Mallow, Co. Cork and Mr. David McDonnell, Dunmoylan, Shanagolden, Co. Limerick. Waterford County council granted permission in October 2010. An Bord Pleanalas recommended refusal in March 2011. The Wind Farm was constructed in 2014. It is unclear what the course of events between 2011 and 2014 were. If anyone has additional information please email in confidence to ‘waterfordwindal@hotmail’.
