2015 PRESIDENTIAL BY ELECTION FROM LOGISTICS VIEW POINT The Electoral Commission of Zambia (ECZ) and other collaborating partners have conducted the past elections under some challenging conditions. The most predominant aspect is the logistical operations on election materials. Despite the ECZ conducting elections many times, there is no sign that lessons drawn from these successive elections have provided much needed experience. It is interesting to note that each election that ECZ conducts always attracts serious criticism from stakeholders in as far as logistical operations is concerned. It must be noted that logistics is a critical element for the smooth and successful conduct of elections. Therefore, logistics management is vital to the success of the exercise. Logistics ensure that equipment and personnel among other things are put in place well ahead of time, apart from moving them to where they are needed for successful election. Logistics takes into account the terrain, weather, storage facilities, mode of transport to be used, personnel handling the exercise among others. In this regard, election of whatever nature requires adequate planning and preparation, especially the logistics aspect of the programme. The ECZ seem to have a problem in managing their logistics operations to smoothly implement their mandate of electioneering. Thus, they need to engage Logistics and Operations Management experts from time to time to consider how they would contribute to empower ECZ officials to enable them to develop strategies for solving electoral challenges. It is saddening that voting can take 2 - 3 days in Zambia today when our land is land linked. Even if the weather is unfriendly, the Logisticians are not strangers to the intimidating challenges that they face in the course of administering projects. The ECZ must have a robust program to have its personnel trained and be more effective and efficient in service delivery to deter electoral suspicions.
