Global Pulse hopes to contribute to a future in which access to better information makes it possible to keep international development on track, protect the worlds most vulnerable populations, and strengthen resilience to global shocks. Global Pulse is being implemented as a network of Pulse Labs, bringing together expertise from UN agencies, governments, academia, and the private sector to research, develop, test and share tools and approaches for harnessing real-time data for more effective and efficient policy action. Pulse Lab Jakarta Global Pulse established a Pulse Lab in Jakarta in 2012 in partnership with the Government of Indonesia. Pulse Lab Jakarta functions as an open innovation space where policy experts together with UN development practitioners and other partners can experiment with new types of data and emerging technologies and evaluate their potential to enhance both public policy decision-making and community resilience. Following the development of useful approaches, Pulse Lab Jakarta supports institutional adoption of these innovations into policy and practice. The Research Assistant under direct supervision of the Data Scientist at Pulse Lab Jakarta ensures the smooth and efficient day-to-day operation of assigned research projects. Additionally, in support of the Data Scientist, s/he will coordinate PLJ’s ongoing research projects by ensuring that work scope, research protocols and regulations are adhered to. Duties and Responsibilities Summary of Key Functions: Research Coordination Research Research Communication 1. Research Coordination focusing on achievement of the following results: Coordinate, externally, different stakeholders for PLJ research during the whole cycle of research. Scheduling research meetings with stakeholders. Communicating with stakeholders to provide them (intermediate) outcomes, such as Minutes of Meetings, Progress reports, and Final reports, and to collect inputs and needs from stakeholders. Helping Data Scientist provide them related and background documents. Monitor, internally, the progress of research activities and ensure the smooth and efficient day-to-day operation of assigned research projects Follow up on internal research activities across research projects of PLJ Research Team. Disseminate input from stakeholders to PLJ staff Coordinate the research cycle including planning, conducting, and finalizing of research projects. Communicate internally to ensure timelines are adhered to. 2. Research focusing on achievement of the following results: Horizon scanning: keep abreast of big data research and trends, identify emerging players, map the state of the art in specific areas of interest for the Lab Monitor events that would contribute to PLJ research activities such as existing data, new types of data sources, and big data technologies. Circulate new information to PLJ staff internally Conduct quantitative and qualitative research with other PLJ staff to help PLJ research Qualitatively, conduct desk and field research to identify options for implementation of pilot projects, potential partners, and relevant precedents, and participate in their implementations. Quantitatively, extract data and figures from computer tabulations from different kinds of data sources, to provide meaningful insights for further analysis. 3. Research Communication focusing on achievement of the following results: Develop and maintain research records, and prepare periodic and ad-hoc reports as required Collect up-to-date research results from PLJ Research Team. Prepare a set of progress reports as well as ad-hoc reports to share highlighted research findings with stakeholders and the public in support of PLJ staff Responsible for final output and delivery of completed research projects, and related output materials (reports, write-ups, presentations, social media) on deadline Prepare required materials in support of PLJ Research and Communication Teams and revising and delivering them based on relevant comments and feedback. Ensure the quality of findings for dissemination in support of Global Pulse and PLJ staff members as well as external collaborators. Impact of Results The key results have an impact on the overall performance of the research projects in which Pulse Lab Jakarta is involved. Accurate analysis and presentation of information strengthens the capacity of the office. Incumbents own initiative is valued and ability to work as part of a highly dynamic and motivated team. The Research Associate will ensure the smoother operational process of PLJ’s research projects, providing efficient communication between Pulse Lab Jakarta and collaborators and between Pulse Lab Jakarta and the public, and disseminating research findings and implications in an effective and efficient way. Informed and transparent decision making Required Skills and Experience Recruitment Qualifications Education: • Bachelor’s degree in social sciences discipline (economics, psychology, sociology, anthropology, public policy, etc.) with strong qualitative and quantitative research methodologies or relevant working experience in research, community development, public policy, or education. Experience: • Minimum of four years professional experience in a research role. • Experience in using critical thinking and managing projects involving non-traditional data and social media monitoring desirable • Experience in design, plan and execution of research projects with minimum supervision, which address the needs of all stakeholders • Experience preparing presentations and writing final conclusions clearly and concisely for internal and external clients • Experience in using new technologies for data collection and analysis and working with quantitative and qualitative data. • Knowledge of data analytics using statistical software such as SPSS or Stata, sentiment analysis, text mining, and social network analysis is a plus Language Requirements: Fluency in English and Bahasa Indonesia is required.
