A paramount step towards transparency and access to public financial information in Paraguay: Last week, the Paraguayan Ministry of Finance (MOF) launched a new reporting system called SPIR (Reporting and Information System), originally developed under Paraguay’s Threshold Program with USAID and the US Department of Treasury technical assistance. Available on the MOF website (hacienda.gov.py/portalspir/), the state-of-the-art system allows public officials, non-governmental organizations (NGOs), law enforcement and internal control agencies, and the general public to access to financial reports, performance indicators, and even public sector salaries. It will facilitate budget execution and public expenditure, support internal and external audits, as well as bolster the oversight efforts of the press, NGOs and citizens. During the launching ceremony, Mission Director Fernando Cossich remarked that SPIR “opens the door to transparency and the fight against corruption, and it is a giant step towards advancing open government in Paraguay.”
