AGENCY ONLY WORKING TITLE: PERSONNEL ANALYST ROLE TITLE: HUMAN RESOURCE ANALYST I POSITION #02030 STARTING SALARY BEGINNING AT $31,979 A HIGHER SALARY MAY BE GIVEN COMMENSURATE WITH EXPERIENCE PAY BAND 4 The Virginia Department of State Police is seeking qualified applicants for a Personnel Analyst position in the Personnel Division at State Police Administrative Headquarters located in North Chesterfield, Virginia. This is an Exempt position; therefore, this position is excluded from the provisions of the Fair Labor Standards Act due to the nature of duties and job responsibilities. DUTIES: Maintains transfer rosters and responds to requests to transfer. Coordinates transfers at the conclusion of Basic School. Prepares and submits a list of vacancies to be filled by basic students. Prepares and submits to each division commander a list of troopers transferring into and out of their divisions. Prepares letters of notification to employees requesting transfer. Enters information into automated files. Maintains maximum employment level in compliance with the Appropriations Act. Prepares statistical reports for management and the Attorney General. Advises of manpower control problems to ensure that levels are not exceeded. Maintains position retention schedule to ensure that no vacancies are abolished. Prepares report for Classification/Compensation to advise of positions that have been transferred within the agency. Maintains the sworn Career Progression Program. Compiles criteria used to determine eligibility for advancement in the Program. Prepares annual report. Updates list by removing terminations and promotions. Notifies management when promotions are to be made. Assists in administering the sworn promotional testing process. Maintains the educational records for sworn employees. Serves as the back-up to the Personnel Assistant. Cross trains with the Human Resource Analyst in the Classification and Compensation Section. QUALILFICATIONS: Working knowledge of State and Department personnel practices and procedures. Knowledge of computer programming (MAPPER); of spreadsheets; of statistical software package; and of basic math. Knowledge of the Personnel Management Information System (PMIS) preferred. Demonstrated skill in the use of personal computers to include Microsoft applications; and in the use of a calculator. Demonstrated ability to gather and analyze data; to conduct training; to format automated programs; and to interpret policies and procedures. High School diploma or GED or equivalent combination of training and experience related to the duties of the position required. Training in computer programming/statistical reporting.
