But our reaction to it, the urgency to which we handle them, our seriousness to control the damage - which is reflected in the speed of action makes all the difference. Some of the likely reason 1. As institutions these are so mired in bureaucracy , that they cannot act fast even if they want to. 2. Most institutions are not designed to serve people. It does favor to people by delivering the service which is its job, And in the process they lose the drive and mindset to act fast when the need arises.
