Special Interest of the State of Oromia in Addis Ababa. 1) The boundaries of Addis Ababa to be delimited pursuant to Article 2 (1) of thisCharter shall jointly be marked by the City Government and the Government of the State of Oromia 2) Services provided to the residents of Addis Ababa by the City Government shall be extended to the surrounding residents of the State of Oromia on the same terms and conditions where such services are equally accessible to them. 3) The Addis Ababa City Government shall consult with and obtain the consent of the government of the state of Oromia prior to undertaking any development activity within the territoryof the State of Oromia with a view to providing services to the residents of Addis Ababa.… Any New development/Ongoing Activity. According to the plan, the special zones are divided into industry, service and settlement zones, based on their existing potential, economic base and geography. Dukem, Gelan, Burayou and Sebeta are identified by the plan to be industrial based towns, while Modjo wasselected as a service hub. Chefe, Bonsa, Sululta and Burayou are identified as a suitable place for settlement. Many Oromo elites suggested as the move aimed on grabbing lands of Oromia through a massive settelement by deploying the local farmers from thierfarm land by the hidden agenda of integrated development.
