Appears QED!! The Courts have already ruled on who can be a Consultant in the hospitals. The Court of Appeal in UNIVERSITY OF ILORIN TEACHING HOSPITAL V. DR. DELE ABEGUNDE in its judgment delivered on Tuesday, the 6th day of August, 2013 with Suit No CA/ IL/63/2011 now reported in (2013) LPELR-21375 (CA) cited with approval the definition of a consultant in Oxford Concise Medical Dictionary, Sixth Edition, page 155 as follows; A Consultant is a fully trained specialist in a branch of medicine who accepts total responsibility for patient care. The extant scheme of service recognizes this, the various Acts regulating all the professions and occupations in the health sector recognize this fact.
