Archives and Legislation: Hello from the interns’ corner at the National Archives at Fort Worth! Samantha Schafer here again. While working on some music copyright cases (see yesterday’s post), I found an interesting document in a case from 1944: Mayfair Music Corporation, et al vs. J. Edgar Payne, et al (RG 21, Houston Civil Action case 1538). At one point during the trial, the plaintiffs’ agent had to provide an affidavit swearing that the defendants were not in or ever had been active in the military. Why? The Soldiers and Sailors Civil Relief Act. While Congress formally passed this Act in 1940, it actually dates back to the Civil War. Among other things, the Act provides a reduced interest rate on mortgage payments, reduced interest rates on credit card debt, protection from eviction if rent is $1200 or less, and a delay of all civil court proceedings.
