BARACK OBAMA HAS BEEN, for months now, putting off governing decisions and actions on a number of major issues for partisan reasons — hoping to minimize damage to members of his own party in the elections next week. (In the case of the Keystone XL pipeline, he has been stalling for literally years.) In the Wall Street Journal, University of Chicago professor Charles Lipson examines a half-dozen such issues that have piled up. Once November 4 is past, Mr. Obama — free at last from any pretense of governing by compromise and consensus — may possibly try to force sudden, and major, changes through Congress (or unilaterally by executive directives) in the next two months, while Harry Reid is still Senate Majority Leader and before the next congressional session begins.
