Background : Jessore is an ancient settlement. Near about three thousand years ago Egyptian merchants established a fair business centre on the bank of the river Bhairab. It is assumed that in the year 1450 Christ Peer Khanjahan Ali and his 12 followers Aulia established a centre to focus Islamic Religion before the people at the Murali Mor at Jessore. On ward a new town “Muruli Kosba” by name was developed. In the year 1555 Jessore Kingdom was developed and established. Jessore-Khulna-Bonga, Kushtia and a part of Faridpur was under the Kingdom of Jessore. In the year 1781, Jessore oriented itself as a district. At present it has become an administrative unit of Khulna Division which is a south-western part of Bangladesh. In the world map the location of Jessore is 22 89 © to 23 23 © north latitude and 88 50 © to 89 34 © east longitude. Jessore Municipality has an ancient historical Background. Nearly 217 years ago, in the year 1793 Christ by a charter of British parliament, municipal administration was oriented in the undivided India. Municipal Administration was established firstly in Calcutta, Mumbai and then Madras. After many years Municipal Act was passed to provide legal support. According to this Act, Town Committee was formed due to the application of 2/3rd owners of the dwellers here. In the year 1850, another Act was passed by the name “Municipal Act”. According to this Act the initiative of forming a municipality was handed over the citizens of that municipality. Though the Act was applicable through out the India, a small number of municipalities were formed at that time. “Town Police Act” was passed in the year 1856s. In this Act, District Magistrate was empowered to form Ponchayet committee and also empowered to collect 5% tax over the household assets. The tax money would spend for the maintenance cost of the town guards. Rest of the money would spend for the conservancy, street lights maintenance, and the other development works. In the year 1864 “Bengal Council District Municipality Act” was passed. The Act was applicable for the large towns. According to this Act, seven citizens of the town would be nominated by the Government to form a Town Committee. Divisional Commissioner, District Magistrate, Civil Surgeon and Executive Engineer by dint of their post would become a member of that committee. This committee was provided with the power to collect 4% tax on the house hold assets. The tax money would be spent for the development of roads, vaccination and for the salary of hospital people and the guards. According to the Act of 1864s in the East Bengal, Dhaka, Chittagong and Jessore Municipality were established. After the Independence, all the Municipalities were abolished. All Town Committee and Municipal Committee got the honor of Municipality. The first election of Jessore Municipality was held in the 1973s by the direct voting of local people of Jessore.
