“But even if the Navy had strayed closeby, and the tragedy was a result of a misfired missile, there would be many personnel involved, some directly in action, others reluctant bystanders. We would expect a Snowden with a troubled conscience to surface like the way one would be expected of him: ‘That night, I was an enlisted officer helping out on deck, preparing the missile to be fired. I didn’t know the target was a passenger plane . . .’ but over the last two decades, there have been no Snowden.”
