•|• CNS-j&k •|• JK likely to go for Vote on Account: Srinagar: With the imposition of Governor’s rule in J&K, the state government is likely to go for vote-on-account to authorize the government departments to spend nearly 25 percent of the amount of current year’s budget in the next financial year. According to officials, the Law department is considering to move an appropriation bill before Governor, N N Vohra authorize the different government departments to spend the money from the consolidated fund of the state for a limited period of time for meeting the expenses for the next financial year. A top government official said after the imposition of Governor’s rule, the state will go for vote-on-account and the authorization of the Governor will also be sought for supplementary grants to meet the revised expenses of the current financial year in the state. Sources said 25 percent of the current year’s budget of Rs 43,543 core will be spent after the approval of the vote-on-account in the state. According to officials, before the vote-on-account is assented to by the Governor, meetings will be held with the Central government to get the plan funds and the grants and the share from the central tax devolutions approved. “The state will resort to vote-on-account to keep open the possibility of a full-fledged budget when the elected government is formed in the state,” a top government official said. According to officials in the government, the budgetary exercise couldn’t be initiated earlier due to the deadlock prevailing in the state over government formation. The process of discussions with the trade bodies and different government departments was normally completed by this time and the budget was being passed in the Assembly in February. Government officials said that the meetings with the different departments will be convened to assess their demands for supplementary grants for their approval by the Governor. In the meetings with the departments the discussions will also be held over the discrepancy between the budgetary estimates and the realization of revenue and the expenses made to draw up the estimates for vote-on-account. “There are still three months left for the current financial year to end and the vote-on-account will also cover the supplementary grants moved by different government departments,” said a senior government official. State’s Law Secretary, Mohammad Ashraf Mir, said the Governor has the legislative power as well and can approve the appropriation bill enabling the state to spend from the consolidated fund...CNS
