CONGRATULATIONS TO Susan Boggs and the other members of the Gulf Headboat Cooperative. Last week the National Marine Fisheries Service approved a two-year pilot program called an exempted fishing permit (EFP) for the Gulf Headboat Cooperative, a group of headboat captains from across the Gulf of Mexico wanting to test alternatives to the current recreational management system. The EFP, also supported by the Gulf of Mexico Fishery Management Council, will allow for a two-year voluntary pilot project in which headboat captains will have the opportunity to provide their customers year-round access to red snapper and gag so long as the catch limit isn’t met in the recreational fishery. The EFP was developed as a bottom-up approach from headboat captains, through Gulf Council support, to approval from NMFS.
