CREDIBILITY GAP Lack of knowledge or ignorance is no barrier to having influence and control. Council members who were unable to pass the basic exam to qualify as approved Judges and join the CPBS Panel of Judges and Inspectors were inducted into the panel as adequately fit to judge and inspect breeders ponies. Our previous President Mr Andy O Donoghue deemed Mr John Varley , Ms Jane Andrews and Mr Moss Joyce after failing the exam ( even after reducing the pass mark twice ) as fully competent and in turn he could always rely on their support. A letter from a disappointed breeder sought an explanation as to why his colt was failed at Inspections . At our Council meeting the Chairman of Inspections on the day Mr Andy O Donoghue responded that the grounds for failure was that the Colt had a curb. I asked Mr O Donoghue to explain a curb . His answer is very telling - he explained its the back of the hind knee . I rest my case .
