Capitol Report for January 17: Fallin focused on Over-incarceration? And, reading sufficiency debated For the News9 “Capitol Report” on Jan. 17, Pat McGuigan and reporter Alex Cameron discussed Gov. Mary Fallins new emphasis on prison reform, particularly her stated intention to address “over-incarceration” of non-violent offenders. McGuigan, editor of CapitolBeatOK, agreed with House Minority Leader Scott Inman, D-Del City, who has said the framework for such reforms is already in place, raising question about why she has appointed an all-Republican study group to report in late 2016. McGuigan reported on new proposals to change “reading sufficiency” standards, saying he sympathizes with local control, but worries the new measure will be a death knell for the states objective to have all children able to read by the third grade.
