Change in civil services exam pattern. . Well over the past couple of years aspirants are dwindled by the confused position and changing pattern of UPSC exams almost every year. . Although some may criticise UPSC for its introduction of Civil service aptitude test(CSAT) in the year 2011 but i would say it was necessitated action and right on the part of UPSC. Some prominent criticism for the introduced change however are: 1) Not a level playing field for Hindi medium and other linguistic medium aspirants-much of English, difficult to comprehend.. 2)its more so like CAT and other management exams and also proved to benefit the management students more. 3)for coaching walas- management coaching institutions profiting much than the conventional GS institutes. Well, to some extent these criticism is acceptable only as far as having sympathy with them is considered. My question is why isnt there any protest against management exams and other bank PO exams which are considered to be relatively of higher standards and not to forget the number of aspirants appearing is also a big chunk who also sit for various central and state service exams ? Civil services is considered to be the highest coveted service in the nation. And the degree and parameters set should be accommodating the needs for efficient administration of the state matching global standards so instead of bringing down the standards of exams we should thrive to raise our standards to mark and be competitive. For that we must acknowledge the growing necessity to learn English as a means and not as an end. We must posses the desired interpersonal, communication and comprehension skills which is more so an important aspect to test the general intellectuality for a career in civil services to counter its dynamics! Also on the suggestions about imparting these English and other such things post selection while training, All I can say is that its not justified considering the magnanimity of various other traits that are essential to impart through training than English education. Also there would be several others who otherwise will not need it and thus would end up wasting the precious time of the 16month training. But also considering the fact that large proportion of aspirants are those who have to struggle for their education and have all the right to protect their interest, UPSC must address their issue sympathetically and bring changes gradually which doesnt change the character and efficacy in exams for the prestigious administrative job and also at the same time promote use of Hindi and other vernacular languages and dont completely rule it out. . At best what can be done now is to make CSAT paper-II qualifying in nature with more stress on General studies paper and consequential increase in no of questions and weightage in marks. This will not only satisfy the Hindi medium students who then would just have to qualify the required benchmark and at the same time boost the confidence of UPSC that its autonomy is preserved and no undue interference by the executive is called for.
