Understanding and implementation of policies is critical for excellent care. CQC just do not appear to understand that and appears to fail to ensure that this is the case with providers. The registered manager told us that each member of staff was provided with a copy of the safeguarding policy. We were told each member of staff was required to read the policy, sign it and return it to the manager. The registered manager told us that the policies were readily accessible to staff members. We also assessed what training staff had received regarding the Mental Capacity Act 2005, and associated matters such as deprivation of liberty safeguards. Only three of the eight staff files inspected had a record of receiving training in this area.
